Honestly, the best anchor system for a street bench on asphalt is not really an “asphalt anchor.” If you bolt directly into asphalt, the bench will eventually shift, rock, or pull loose because asphalt is flexible, temperature-sensitive, and not structurally solid enough for long-term furniture anchoring.
The best permanent system is to core through the asphalt and create concrete footings below it. Then set hot-dip galvanized or stainless steel anchor bolts into the concrete, either cast in place while the concrete is wet or installed afterward with epoxy. If you already have a sound concrete slab under the asphalt, epoxy-threaded rods into that slab are the cleanest retrofit. If you cannot pour concrete at all, helical ground screws driven through the asphalt into load-bearing soil are the best no-concrete option.
Why Asphalt Alone Won’t Hold
Asphalt is viscoelastic. It moves under sustained load, softens in hot sun, and can crack in freeze-thaw cycles. Wedge anchors, sleeve anchors, and lag shields rely on the base material having real compressive strength and stiffness. In asphalt, the hole will slowly elongate, the anchor will lose tension, and the bench will start moving. A 2–4 inch asphalt overlay over aggregate base simply does not have enough structural mass.
Best Permanent System: Concrete Footings Below the Asphalt
This is the method I recommend for public benches, transit stops, and anywhere the bench needs to stay put for decades.
Mark the bench base plate holes on the asphalt. Use the actual bench frame or a plywood template to get the spacing exactly right.
Core-drill through the asphalt with a diamond core bit. A hole diameter of 4–6 inches is usually enough for a small spot footing, but match your local frost depth and load requirements.
Excavate below each hole. In cold climates, dig to below the frost line. In mild climates, 18–24 inches deep is often acceptable, but check local code.
Pour 3000 psi or higher concrete. Use a short cardboard tube form if the soil is loose. Keep the top of the concrete slightly below the surrounding asphalt so water does not sit under the bench base plate.
Set galvanized L-bolts, J-bolts, or threaded rods while the concrete is wet. Use a template so the bolt pattern matches the bench base plates exactly. Embed at least 3–4 inches into the concrete.
After the concrete cures, set the bench on leveling nuts or stainless washers, then torque the top nuts to manufacturer spec.
This system prevents shifting because the anchors are embedded in solid concrete below the pavement, not in the asphalt itself. It also reduces rocking caused by frost heave or soft pavement.
Best Retrofit: Epoxy Anchor Bolts into an Existing Concrete Slab Under Asphalt
If the asphalt is an overlay on top of concrete, you may not need to pour new footings. Instead:
Core through the asphalt only.
Drill into the concrete slab with a hammer drill and the correct diameter bit for your threaded rod.
Clean the hole thoroughly. Blow it out with a pump, brush it, and blow it out again.
Inject an approved anchoring epoxy, such as Hilti HIT-HY 200, Hilti RE 500 V3, or Simpson SET-XP.
Insert a hot-dip galvanized or stainless threaded rod with a slow twist.
Let the epoxy cure for the full time recommended by the manufacturer before mounting the bench.
Do not rely on the epoxy to grip the asphalt layer. The threaded rod must be bonded in concrete, and the asphalt should be oversized or cut away around the rod so the pavement can move without prying the anchor.
Best No-Concrete Option: Ground Screws or Helical Piles
If you cannot dig footings or there is no concrete, use ground screws/helical piles. Pre-cut or core a hole through the asphalt slightly larger than the shaft, then drive the ground screw into the soil below. Choose a length and helix configuration based on soil type and load. The bench base plate then bolts to the adjustable screw head.
Ground screws are strong, removable, and fast to install. The main downside is they depend on soil bearing capacity. In very loose sand, soft clay, or fill, they may need to be longer or larger diameter.
Hardware and Material Tips
Use 1/2 inch (M12) or larger stainless steel or hot-dip galvanized bolts and rods.
Avoid standard zinc-plated hardware outdoors; it will rust quickly.
Use thick bench base plates, at least 1/4 inch, ideally 3/8 inch.
Leave a small gap between the base plate and pavement with leveling nuts or stainless washers so water drains and the steel does not sit in moisture.
For public areas, use tamper-resistant nuts or break-away bolts to discourage theft/vandalism.
Torque the anchors to specification, but do not over-tighten and crush asphalt.

Even a good anchor system should be checked once a year. Re-torque nuts, inspect for cracks around the base plates, and seal any gaps where water can enter. If the asphalt around the footing begins to crack, patch it before water gets underneath.
