Yes, you absolutely can install a street bench on a gravel surface without pouring a concrete pad. The main reason concrete pads are so common is that they give a perfectly level, unmoving base that resists frost heave and prevents the bench legs from sinking. Without that solid foundation, a bench sitting directly on loose gravel will almost certainly start tilting, wobbling, or slowly disappearing into the ground after a few good rainstorms and freeze-thaw cycles. So the real question is not whether the bench can physically rest on gravel, but how to create a reliable anchor system within the gravel itself.

Some benches come with a built-in metal base designed to be ballasted with bricks, sandbags, or even hidden flagstones inside a cladding.
